Germany runs the strictest player-protection regime of any market on this hub, built around one idea most players don't expect: your deposit limit isn't per-casino, it's shared across every licensed site in the country at once.

Germany's Fourth Interstate Treaty on Gambling (Glücksspielstaatsvertrag, GlüStV 2021) came into force on 1 July 2021 across all 16 federal states, replacing a patchwork of state-level rules with one framework. The Gemeinsame Glücksspielbehörde der Länder (GGL) is the central regulator for licensing, supervision and enforcement. In 2024 alone, GGL issued 231 cease-and-desist proceedings against illegal operators and related advertising — enforcement here is genuinely active, not just written into law.

⚠️ This is the detail that catches people out: German law caps deposits at €1,000 per calendar month, and that limit applies across all licensed operators combined, not €1,000 per casino. A centralised system called LUGAS (Länderübergreifendes Glücksspielaufsichtssystem) tracks deposits in real time across every licensed site so the cap can't be worked around by spreading money across multiple casinos. A higher limit — up to €10,000, theoretically €30,000 — exists for players who pass a creditworthiness assessment, but it's rarely used in practice.

Since 2021, online slots in Germany were capped at €1 per spin with a mandatory 5-second minimum between spins — both explicitly designed to slow down play. As of July 2026, GGL allows licensed operators to raise the maximum slot stake to €5, but only after checking a player's activity through LUGAS and confirming they've never registered with OASIS, Germany's national self-exclusion system. Registered self-excluded players can't access the higher limit even indirectly.

Germany is an EU member and Revolut offers its full standard product range there, same as elsewhere in the EU — IBAN account, cards, currency exchange. None of Germany's gambling-specific limits are enforced by Revolut itself; they're tracked centrally by LUGAS on the casino side regardless of which card or bank you deposit from.
